After you have activated the "Dragon and Serpent Collections" from the library or by talking to Ema, you will be able to get the first book, Before the Sun and the Moon, by completing the world quest Antigonus.
In order to activate this mission, you will have to go northeast of Dainichi Mikoshi and talk to the two NPCs that are near a cliff. The Tokoyokoku Serpent and Drakes book can be found at Yae Publishing House in Inazuma for a price of 1,500 Mora.
In order to get this puzzle you will have to complete a secret puzzle, the latter can be found in the Dainichi Mikoshi area, when you reach this site you will have to go to the location where there is a Ruin Guard and some explosive barrels that you must hit to be able to enter the ruins.
