Captain Jones stands guard outside of Ship It! Station is a landmark that rests just south of Restored Reels, east of The Raft, and north of Nitrodrome. It's not exactly a POI on the map, but it's a medium-sized black and white warehouse right off the road.
He sometimes spouts off into the surrounding area, but he tends to stay in the front parking area. If you aren't seeing him, look to your mini-map; it will show the icon of a box with a speech bubble for where he is.
Due to the generally low flow of traffic through the Ship It! Station, it's usually best to land directly there if you know you will be needing to see Captain Jones. The warehouse is full of chests to go through and find loot with hardly any competition.
Consider purchasing before you leave, from Captain Jones, Captain America's Shield for 300 gold bars; he also has a Monarch Pistol and the Patch Up services for 300 and 100 gold bars, respectively. These will go nice with the warehouse loot for a foundation of decent gear in combat encounters.
