One way is to search the island and look for a Scout Regiment Footlocker, which is a crate that contains ODM gear. Another way is to look out for gear sightings near Titan Targets. Lastly, there is a guaranteed Scout Regiment Footlocker in the basement of Anvil Square.

Now that you have your ODM gear, it's time to locate the Titan Targets. Head to one of the locations marked by the quest on your map. The quest references specific Titan Targets, including the Armored Titan, Colossal Titan, and Female Titan.
