The first thing you need to do is head to the body of water east of Sanctuary, an area you will have surely visited in order to complete the No Sweat Summer missions. In this location you will be able to find many motorboats in the water.

When you get there you will have to choose one and get on it, so you can start looking for the sea buoys. You will be able to identify the buoys because they have balloons attached to them and to destroy them, you will simply have to aim at the buoy > press the Fire Missile input to shoot and pop the balloon > then you will have to press the input again to destroy the buoy.

In case in the previous location there are many players, you can go to the west of the map, where there will be a boat in the estuary southwest of Rave Cave, and three marine buoys on a wreck on the west coast of Logjam Lotus. These buoys will not be marked with balloons, and there will be two on the beach.
