One of the billboards can be located in the adjoining Shifty Shafts of Fortnite. So go to the west side at the grid reference D7 on your map, just in front of the two houses.
While the other billboard can be found west of Salty Springs, almost directly east from Shifty Shafts, so be sure to head in the right direction.
