Unocking the Mines:

To unlock the Mines in Fields of Mistria, T players will have to raise their town's Renown level to the Stone level. It all comes down to intense questing, making sure to help out with events, and some tender loving care for one's farm.

Tidestone location:

After the Mines are unlocked, Tidestone can be obtained from the Tide Caverns from the 21st to the 40th floor. The most common source of Tidestone is by mining Dig Spots in this area. In addition, when breaking rocks with a pickaxe, there is a chance of finding Tidestone or an artifact such as it with the Stoneturner perk.

Strategic Acquisition:

It's advisable to have at least two Tidestones. One may be donated to the local museum, while the other should be kept for later on when Lucy requests one in a sidequest. Additional Tidestones may be sold.
