At the beginning of the story you can choose between 3 playable characters as shown below:
Once you have made your choice, the game will dictate completely who you have control over.
When you have completed the first arc, you can visit Kame House and during the intermission you can unlock the ability to change characters in the game's pause menu.
Select the "Party" option from the menu to choose the main character you will fight with, followed by two supporting characters. You should also know that some characters only have support, as is the case with Krillin.
As you progress through the main story segments of the game, you will have to unlock more playable characters in the Party option.
