The first thing you have to do is talk to Elsa to start the quest for Singing Ice. She probably touched it, but it probably wouldn't be a hit like Icy Bouquet, one of the ingredients for the Cold of Winter potion. You will have to find some flowers for the Icy Bouquet:

White Daisy, found in Peaceful Meadow,

Red Falling Penstemon, is found in the Plaza.

Pink Bromeliad, can be found on Sunlit Plateau.

When you have the Icy Bouquet, you will have to talk to Elsa, who will give you the task to find more resources, or your mom is these feet. Just look for it to the right of the river in Frosted Heights. You will then need to collect 5 more Ice Chunks and 3 Snow Chunks to create the Winter Chill potion. Finally, you can now return to Elsa to complete the Ice Cavern quest.
