After completing the quests in Moana's Kingdom you will be able to unlock Moana's friendship level with him at level two. Talking to Maui will then allow you to access the mission "Burying the eel". In order to build the traps you will have to get some white wood and some worms around Plaza and Pleasant Valley. With the traps in place, you will have to catch an eagle and when you do, you will have to bury it in eagle or whoever shot it will now have the advantage.
