To win the gas you will have to queue for a game in the playlist that appears for that date. When you enter the game each kill will count towards free resources, playing normally will be enough to get resources that you can then exchange when finished.
Don't forget that the event ends on July 30, so you'll have to rush if you want to get the rewards. Probably any remaining resources will be finished once the event ends so you want to be quick.
