First of all you must know that in order to have access to the skill points, it is necessary that you have EXP previously, in addition to leveling up. Once you have a skill point, you will receive a message.
To use it, you will have to press the following command according to the console you have:
This will take you to the game players menu. Where you can explore the skills menu by pressing R1 / RB.Then you must start a search for your skill trees and press X / A, this will reverse your skill points.
You should also know that each skill has a different point that you can maximize, these have ranges that range from one to five points.
Once you have managed to get all five points in a skill line in a part of a tree, you can automatically unlock the next line to spend more points.
Another thing you can do is respect your skills by entering any Quick Change Machine, selecting the "Respec" option. Later you will have the option to restore the points you have spent, this allows you to build your character in a new way.
