The first thing you must understand is that when reading in your library you will not be able to select the book you want, since here the books are chosen at random.

For the book to come out, you will have to wait until your character is in their late teens or early twenties. When you come of age, you will have to go to the Activity tab > access Mind and body > select the option to read a book to see the books available in the selection. In case the book you are looking for is not there, you will have to do the same process until it is available.
