The first thing to note is that Hel's Treasure is in Dókkerland, the second realm you will visit in Forgotten Saga. You will need to survive the first area and eliminate the boss to access that location, which will allow you to access Dókkerlan. To find the treasure you will have to go to the third series of encounters during a Dókkerland.

You will be able to find it on the mountain in the center of the map. You will have to climb to the top of this mountain, avoiding the lava hazards along the way. Once on top of the mountain, you will have to look for the rock arch near the top. You will have to jump from this location and land at the bottom, to find a chest that should now be available.
