After going to Sanctuary for the first time and helping The Imagined connect the speakers, you will need to uplink the device near The Collider or The Fortress. These locations are likely to be very crowded, so be sure to go well prepared and keep an eye out so you don't get caught off guard.

The control key in The Collider will be under a bridge on the east side of the location. Here you will find various IO guards, from Sloane and Huntsman Saber. So quickly grab the control key and go to the device to slide towards the Fortress.
