These dummies can be found in Risky Reels and Weeping Woods, you can go to any of these when you have an IO weapon.

You will need to destroy four Target Dummies to complete this challenge, it doesn't matter if you don't destroy all four in the same game, as they are cumulative. Just make sure you are using an IO weapon and not a normal weapon.

IO weapons can be found at Radar Dish bases, but you can also create them by combining Alien Nanites and an assault rifle or sniper rifle.
